Margarita Howard’s Founding Philosophy Shaped HX5’s Growth Path

Founding a government contracting firm requires navigating a world built on compliance, audit readiness, and demonstrated competence. Margarita Howard understood this reality when she launched HX5 in 2004, and it shaped every early investment decision she made. While competitors prioritized visible markers of corporate success, Howard directed her limited resources toward the operational infrastructure that federal agencies and large prime contractors actually cared about.

Operational Foundations Over Surface Appearances

HX5’s first major investment was a specialized accounting system built for government contractors and reviewed by federal auditors. This was not a conventional decision for a company just getting started. The software carried a price tag that most small businesses would consider excessive at the startup stage. But Howard saw it differently. The system let HX5 bill the government correctly, maintain proper cost segregation, and pass the audits that prime contractors required of their subcontractors.

“This is what we used to bill the government,” Howard said. “So, that was also very attractive to large businesses, that we were very small at the time, and that we already had this government accounting system in place, which those large businesses had.” Prime contractors could work with HX5 without worrying about administrative overhead, compliance failures, or hand-holding. Margarita Howard had positioned HX5 as a competent partner before winning its first significant award.

A Broader Capital Allocation Strategy

The accounting system was one part of a wider approach. Margarita Howard invested in qualified personnel over premium office locations, in compliance tools over marketing, and in financial reserves over premature headcount expansion. Each choice reflected the same underlying logic: build what enables you to compete, not what makes you look successful. That discipline eventually carried HX5 to 90 government locations supporting NASA, Army, Navy, Air Force, and the General Services Administration. See related link for additional information.
